in which Chinese, except servants to European residents, should not be permitted to reside without the special permission of the Governor in Council, and I have to ask your authority to have the area marked out and set apart accordingly.

10.

I enclose a sketch plan shewing the situation of the proposed reservation. It covers a portion of the hills situated at the back of Kowloon City with some of the flat ground at the base of the hills, it commands a view of Kowloon Bay and is open to the summer breezes which blow through the Lyemun Pass, and so far as present experience goes is a salubrious district which seems eminently suitable for the residence of Europeans.

It seems unnecessary at present to prohibit the cultivation of padi in the vicinity.

11.

To give some idea of how Europeans are pressed by high rents and want of house accommodation at present, I may mention that a row of houses built some few years ago at Kowloon to let to middle-class Europeans at $16 and $18 a house per month, are now let at $60 and $70 a month, that houses on the upper levels in Victoria and at the Peak are at the present time practically unprocurable at any rental.

I have the honour to be,

Sir,

Your most obedient

Humble servant,

M.J. Gascoyne

Major-General,

Administering the Government
